Doing business in Croatia – Toward a medium-term agenda

Four key aspects currently characterize doing business in Croatia: The government's poor financial discipline is hampering investment in future growth areas. The country's weak infrastructure is widening the gap to other countries while protected markets inhibit corporate development. Finally, Croatia has no investment incentives that could make the country more attractive internationally.

The government needs to define and strictly implement an agenda for economic growth as soon as possible. Issues include: market liberalization; restructuring and privatization of state-owned companies; creating new sustainable jobs in future growth areas; reducing bureaucracy and boosting quality in government services; actively marketing, promoting and supporting investments in Croatia. What's important now are decisive action, meaningful involvement by all relevant parties and visionary thinking.
